Clarification Of What I InvestigatedMy investigation was limited in scope to understanding the irregularities I documented among the top 22 names published on the May 2005 Garage Waiting List (GWL). I went through each of the top 22 names asking whether each name had a spot, was still on the list, or was removed from the list. For people who were removed from the list, I sought the reason why. I was given a "guestimate" that 6 or 7 spots were allocated during the period in question. I was unable to get specific information on what spots became available or who was granted a spot based on that timeframe. I was able to get information based on the lists of Shareholders who appeared on the lists. Eleven people were removed from the GWL between May and August. Of these eleven people, three had spots at the time of my meeting. This begs the question of who got the other 3 or 4 spots. I have emailed the Garage Committee to ask this question. The other people who were removed from the list were removed for various reasons — some no longer have cars, some are subletting their apartments and are therefore not eligible for spots, some did not respond when called to be offered spots. It was explained to me that our optimum cash flow depends on keeping the garage full, and that the Garage Committee therefore proceeds rapidly down the list if a Shareholder is not reachable. I was told that Shareholders are contacted repeatedly, but in any case, there is no paper trail to indicate what shareholders were contacted by what Board Member on what date(s). Members of the Garage Committee have pledged to maintain a paper trail by offering Shareholders receipts when they add their names to the GWL and by notifying them in writing when their numbers come up. My investigation did not explore issues about the Garage, other parking facilities, storage, or why such issues are managed by the Board instead of by our Management Company. |
